As part of its efforts to create a Jerusalem ecosystem community, the project works to encourage working relations between all those involved in the field in the city. This includes holding practical introductory meetings and online publication of relevant activities for creative and employment cooperation; connecting the cinema tracks at high schools in the city to institutions of higher education in the field; and encouraging cooperation between the two.

In addition, as a city fund the project offers a relative advantage for the Jerusalem community through professional enrichment and supervision, and provides an advantage for the various bodies by utilizing know-how and working relations between the project and those in the field. The project also works to create unique cooperative projects bringing together different players in the city and to adjust its procedures according to its goals.

The project has helped to develop annexes of key post-production studios in Jerusalem and to established advanced animation and VR studios that employ dozens of graduates of study institutions in the city in the field after they complete their studies.

Since May 2019, the Scene incubator has worked to develop content for cinema and animation from the conception stage through to the screen. The Scene provides local creative forces with tools and resources for writing their project.
